PTA Officers And Members To Inspect Manila I-Cafés

In a recent press release, Manila City Mayor Alfredo S. Lim, in his Executive Order No. 18, Series of 2010, designates officers and members of duly accredited Parents’ and Teachers’ Association (PTA) of Manila’s public elementary and high schools to inspect internet cafés in the city due to reports that unscrupulous operators continuously allow minors and school children entry in their shops during school hours in violation of City Ordinance No. 8168 and EO No.14 series of 2007. As deputized representatives, the PTAs are authorized to enter and monitor the internet cafes between 8:00 AM to 5:00PM after presentation of their valid PTA identification cards.

The deputized PTA officer/member may take photographs of the shop, get the names and ages of the students using computers in the i-café at the time of inspection,
the name of their parents and the schools where they are enrolled. The PTA officer or member shall immediately prepare and submit his/her monitoring report to the Office of the Mayor. The PTA representative will also ensure that the following conditions are complied with by the computer shops:
  1. That the warning “No pornography and gambling” is posted at the upper portion of every monitor;
  2. No cubicle or enclosure separates the computer units from each other;
  3. The business license plate is displayed at the cashier’s or manager’s counter;
  4. The entire text of EO No. 14 is posted at the entrance door of the establishment; and,
  5. There is a signage at the entrance door prohibiting minors and those wearing school uniforms from entering the internet cafes.
Computer shop or internet café owners who shall prevent, refuse or deny the entry to their shops of said PTA officer/member or turn down the request to gather relevant data and take photograph therein, after confirmation by the Office of the Mayor of such fact, shall be ordered closed, its license to operate suspended or canceled.
